If you bought it on Steam you can refund it, no harm done. But if you bought it via third party store or in a bundle, then that's it. You have a new non-working game in your library.

I've found rct2 from Steam very reliable on Win 10 so far though so it does work. I usually launch it from my pc after logging into Steam, not sure if I've tried launching it directly from Steam, guess that might not work as it's an older game?

It's different on every computer, sometimes it works perfect, sometimes it doesn't. However, the OpenRCT2 project let's you play RCT2 through Steam too, there's a way to do so just normally and allows for uncapped fps movement and p resolution. Multiplayer is also supported so that's cool too. It works well but it requires the original game; it's only an executeable.
